The Great Pen Wars

I decided that in addition to factual information of the Armed Forces, I should use this forum to give out my opinion on various issues that seem to b surfacing at regular intervals.

The genesis of all current problems seem to go back to the award of the 6 CPC that came into effect from 01 Jan 2006. It coincided with the widespread proliferation of  MSM and social media, in the print, electronic and  gadget mediums. The veterans of the armed forces decided to take up cause as those serving did not have any rights to protest or even raise their voice against perceived injustices other than through normal channels of command, ironically the same channel that had passed the unjust order in the first place.

The first signs of open dissent had been seen after the 5 CPC where the Air Force technical cadre had publicly demonstrated against the anomalies in awards between them and the flying cadres. This being a single service and that too a limited numbers protest all conditions were agreed to and everyone was none the wiser. The next defiant stand was taken by the then CNS Admiral Sureesh Mehta, when he passed orders to the Navy not to implement the award of the 6CPC. Once again the effect of a small service being clobbered to submission brought the curtain down on this episode, the good Admiral soon retired and business carried on as usual. The 38 anomalies with regard to the armed forces pointed out by the tri-service pay cells after the 6CPC remain unresolved even ten years and numerous committees later.

It was only after the 6CPC that it was noticed that due to an anomaly, Brigadiers were drawing higher pensions than Maj's Gen. After the initial bout of representation, applications and redressal requests had been consigned to the shredder by the MoD under the watch of then RM and ironically the current supreme commander, that, in 2008, a group of general officers of the three services and supported by the relative junior veterans as also personnel from the rank and file created an All India organisation called the Indian Ex-Servicemen's Movement (IESM). The aim of this movement was to create an atmosphere for the implementation of One Rank One Pension, an issue hanging fire since 1982. The anomaly of differential pension between Brigs and Maj's Gen having been accepted by the honourable Supreme Court (HSC), now known as the SPS Vains Vs Union of India case. The court order being passed in 2010, contested again and again by MoD on flimsy grounds till they had to eat crow finally and correct the injustice as late as the second half of 2015, seven years to clear an oen and shut case fought by the affected officers on facts and contested by MoD on a set of half and un truths on one hand and twisting of facts on the other.

The IESM, a self financing , non profit organisation was created as the other organisations existing at that time the Indian Ex-Services League, (IESL), being a quasi government body, the Air Force Association with the serving chief as its patron, and the Navy Foundation (that has till date shied away from any form of protest) did not project or protest any kind of unjust issues heaped on the serving or veteran community due to the apprehension of the heavy dose of government largesse being taken away from them.

All this changed on or around end of Dec 2014, when IESM announced a protest rally at India Gate to coincide with Army Day 2015. A flurry of activity and immediate consultations were announced and the RM called for an urgent meeting at Kotah house with representatives of the IESM from across ranks and across services. The COAS was present, He assured all present that by 31 March 2015 at the latest, OROP would be a reality. Many such dates were promised between 31 Mar and 28 May 2015 but the announcement remained elusive. On 6th June 2015 on a call given by IESM a number of ESM organisations representatives gathered at the Constitution club in a show of unity. Barring a certain amount of uncivilised behaviour by some disgruntled ESM, the meeting passed off amicably and it was decided to hold a massive rally at Jantar Mantar as India Gate area had been place off limits for such activity. Unknown to most the rally had the blessings of the RM who was having a tough time getting past the villain of the piece , "THE FM". The PMO was also looking on helplessly as Jet Lee put one obstacle after another to thwart the acceptance of OROP as accepted by Parliament and categorically promised by the PM in his election speeches and as mentioned in the BJP manifesto for LS 2014. The rally was a grand success with over 50,000 ESM and families attending the same. Simultaneously rally's were held by ESM in over 55 cities pan India. This pattern continued till 05 Sep 2015 when the RM in the presence of the three chiefs and the def secretary announced the acceptance of OROP albeit not fully as per the accepted definition. There were four glaring omissions and so the protests continued. The GoI notified the watered down award on 07 Nov followed by appointing a One man judicial committee to look into the anomalies.

This could be described as the first battle of the great Pen War. As if this was not enough, a second battle of the Pen War opened shortly thereafter by the acceptance of the highly discriminatory award of the 7CPC. This was followed by two more fronts being opened up , one against disability pension and the next on the intra status of AHQ civilian officers viz Defence officers on the specious need of functionality. All this with the back drop of  the ongoing conflict in J&K & NE, the daily loss of soldiers and the daily creation of platitudanal "Jhumla's" exhorting the Armed Forces.

Social Media erupted as never before and former uniformed writer after writer used his new found weapon his pen to spew venom on the perpetrators of the terrible state meted to their erstwhile colleagues after having crossed the LoC or Line of control, in this case control being equated to gentlemanly behaviour. The three Chiefs took a stand and refused to implement the unjust awards. A new committee was ordered, the RM showed surprise on such temerity despite each missive carrying a line as if it was a statutory warning on a cigarette case saying, " This has the approval of the RM".

As we go into the post Diwali and pre- xmas period , approaching the day that India's Armed Forces gave to this nation its most  prized victory, as the northern passes close, as our Western neighbour undergoes another series of labour pains to come out of its troubled existence, We wonder whether we would have a winter of peace and tranquillity or one of discontent.

While the constant efforts to upgrade the Police, PMF and CAPF are understood the simultaneous  degradation of the Military in more ways than one is not understood. In fact it is becoming a demotivating factor and when will the last straw on the camels back snap is for the government of the day to take note off. If such a state was to come to pass, One shudders to think of the consequences. It is time to introspect before it is too late. Jai Hind.

INTEGRATED HQ MINISTRY OF DEFENCE (Mod) ARMY


The Senior most of the armed forces services is the Army. It would be pertinent to begin with them.
For starters other than the nomenclature in the title of this post there is no integration with the MoD of Army HQ. The HQ consists of two branches that is the Gen Staff Directorates & the line Directorates.
The control of both these branches is exercised at the apex level by the COAS & VCOAS Secretariats with the COAS & VCOAS heading them respectively.
The COAS Secretariat: - This consists of the COAS, A four star General, his Military & Deputy Military assistants, His A'sDC both ceremonial and security, His electronic warfare assistant and a liaison officer who interacts with the Army Wives Welfare Association. In addition he has a JCO ADC, & other administrative staff to allow smooth functioning of both the COAS office & the Army House.
The VCOAS Secretariat: -  This is almost a duplicate model of the COAS secretariat. Only that he is a three star General in the rank of a Lt General but status of an Army Commander (GoC-in-C).
DCOAS (2)    Two officers of the rank of Lt Gen but with status of a Corps Commander (GOC) are assigned to these posts. They are responsible for (Information Systems & Training) & (Planning & Systems) respectively.
The above appointees are assisted in their day to day functioning by five Principle Staff Officers, viz, Adjutant General, Quarter Master General, Military Secretary, Engineer -in- Chief, & Master General of Ordnance. They are of the rank of Lt General. Other than the Engineer-in-Chief the other appointees could be from any combat arm.
The Combat Arms Directorates viz, Mechanised Forces, Artillery, Air Defence, Signals & Aviation. All headed by Officers from these specific arms of the rank of Lt General and is one leg.
The General Staff Directorates that form the other leg of the organisation of Army HQ include the following: - Military Operations, Military Intelligence,Military Training, Perspective Planning,& Staff Duties. Other than these the other functional directorates are those like, Border Roads, National Cadet Corps, Military Nursing Service, Medical Services (Army), Health Services, Postal services, & Military Police.  These are headed by officers of the rank of Lt General, specific to specialised entities like the medical stream & border roads but from any arm or service for the others.
All of the above are assisted by a number of junior officers from all arms and JCO/OR from the clerical cadre. The offices are located mainly in South Block & Sena Bhawan with  others being in Delhi Cantonment.

PART I CONTENTS

I propose to compile Part I of the information of our Armed Forces in the following manner: -

`1. The three Service HQ and their immediate command and control set up to the first level.
 2.  Subordinate formations and units up to the Battalion/Squadron/Ship level. A separate blog for each  service.
 3.  The combat related equation for each service.
 4.  The Administrative back up required to ensure 3 above accomplish their given tasks successfully.
 5.  Honours & Awards separately for War time and in peace. Pictorial depiction.
 6.  Vehicle configuration of vehicles held in the Armed Forces. Pictorial depiction.
 7. Rank Structure in the three services.
 8. Equation of service ranks with those of civilian government officials and anomaly created due to the same.

I had been invited by some NGO'S to address a seminar at the JNU recently. While interacting with the participants I realised that they were generally curious to know about the Armed Forces. The flip side was for an informed set of highly educated members of society, that, how little they knew and what they did know was no where near reality.

I therefore decided to write this informatory blog and bring the basics of information to the know of the citizen with two aims in min. Firstly the fact that they should know more about their armed forces as being income tax payers they become stake holders in this huge expenditure out of our GDP, and secondly that the Armed Forces need public support for issues where they feel they are being short changed by the powerful neta-babu nexus. For example the case of OROP, or the fallout after the unjust awards of the 7th CPC.

I feel this will be of great use to students on military history, defence correspondents of various media houses and the average working class Indian. Please note that what will appear on this blog will be from information already available in the public domain but packaged and concisely put together in one document.  It also may be noted that any information of classified nature will neither be posted nor replied too.
